Program Benchmarking Service
The goal of the Program Benchmarking Service (PBS) is to assist academic units in the development of new academic programs by providing competitive market analysis and labor market analysis.
Key Steps in the PBS Process
- The requesting unit completes the Program Benchmarking Service Request form [DOCX] and sends it to their Provost’s Office for approval to proceed.
- The completed request form is sent to the Office of Academic Planning.
- Office of Academic Planning staff conduct their research and share their findings with the Provost’s Office and the requester.
- If the requester has questions or would like additional information, they may contact the Office of Academic Planning (academicplanning@oq.rutgers.edu) to schedule an appointment.
Required Forms
Requesting academic units must use the Program Benchmark Service Request Form to utilize this service. Academic units should carefully review the request form and direct questions regarding the process to academicplanning@oq.rutgers.edu. If you have questions regarding the initial approval process at your local level, contact your Provost's Office.

For questions about the university level process, contact academicplanning@oq.rutgers.edu as early as possible to discuss proposal development, review, and universitywide approval requirements. The Office of Academic Planning will advise and coordinate with the appropriate chancellor-led unit contacts to effectively manage the universitywide review of the proposed program.
