• Lead the development, implementation, and continuous improvement of marketing, enrollment, and instructional design support for fully online programs universitywide.

• Work closely with university leadership, academic units, and administrative offices to align online education services with institutional goals and emerging needs.

• Contribute expertise to universitywide online education policy and operations.

• Ensure compliance with state certification and NC-SARA requirements.

Biography

Will Pagán is the associate vice president for the Office of University Online Education Services (UOES) at Rutgers University. A proud Scarlet Knight and New Jersey native born and raised in Camden, Pagán earned a Bachelor of Arts and master’s degree at Rutgers, bringing a unique perspective as both alumnus and leader to his role.

Beginning his career in student affairs before transitioning to instructional design, Pagán developed a distinctive student-centered approach to online education leadership. This foundational commitment to student success continues to shape his work, advancing the quality and impact of online learning initiatives across the university.

In his current position, Pagán partners directly with deans across Rutgers' academic units to support their online education endeavors, helping them meet strategic goals, whether expanding enrollments or launching innovative new programs. He co-chairs the Council on Online Education, fostering collaboration among representatives from the university's diverse schools and departments. Additionally, Pagán oversees Rutgers' participation in the National Council for State Authorization Reciprocity Agreements (NC-SARA), ensuring the university meets all compliance requirements, including the collection and reporting of essential annual data.

Through these responsibilities, Pagán continues to strengthen Rutgers' position as a leader in quality online education while honoring the institution's commitment to academic excellence and student achievement.
