Biography
Bill Welsh, M.A., joined Rutgers University in 2013, and has served as associate vice president for access and disability resources in University Academic Affairs since 2016. In this role, he provides oversight for universitywide accommodations and services for disabled students, working collaboratively with chancellor-led units and the offices of disability services. Under his leadership, Rutgers has established consistent policies, procedures, and best practices for disability services and disability resources; developed policies and strategic plans for accessible technology, information, and procurement; and developed enhanced compliance initiatives.
Welsh has been in the field of disability resources for 32 years, and held positions at Penn State, Drexel University, and Burlington County College. He earned a Bachelor of Arts in psychology from West Chester University and a master’s degree in counselor education from Rider University.
Welsh also is a member of the New Jersey Association of Higher Education and Disability, the Association of Higher Education and Disability, the Big Ten Disability Directors Group, and the Big Ten Information Technology Accessibility Group, where he served as co-chair for three years. Welsh participates on various university councils and working groups e.g., the Facility Access Council, the Student Assessment Council, and the Academic Technology Council.
